Yes. KS0108 based COB modules are usually driven with a negative bias of roughly -5 to -10 V on the VO pin. Some modules generate it on board from the 5 V rail with a charge pump; if yours does not, a small DC-DC or a contrast trimmer between VEE and VSS is used.
Yes. The KS0108 is one of the best supported monochrome controllers: openGLCD and u8g2 both ship a KS0108 driver, so text, fonts and bitmaps run on Arduino, ESP32 and STM32 without writing a driver from scratch. Check how many column drivers your module uses before wiring the chip select lines.

The COG version in the 128 x 64 format is listed on the 128x64 chip on glass page. COG is thinner and runs at 3.3 V, but the pinout and the interface differ, so it is not a pin for pin swap for a COB module.
